Rockaway WPCP Facility Plan

Client: New York City Department of Environmental Protection

M&E’s facility plan defined the improvements and modifications necessary at this 45-mgd water pollution control plant.  Originally constructed in 1951, the Rockaway facility had last been upgraded in 1971 and much of the equipment was at or close to the end of its useful life.  Project goals included meeting permitted or proposed discharge criteria, improving plant operations, and maximizing treatment capacity.

M&E’s inspection and evaluation of existing conditions covered all elements of the plant, including process, hydraulic, structural, electrical, mechanical, architectural, HVAC, plumping, and I&C systems.  Remedial alternatives were then developed and further refined through workshops with NYCDEP staff.

Once all alternatives were evaluated, M&E prepared a conceptual design for the improvements, including conceptual-level cost estimates and a preliminary schedule.

M&E services included:

  • Plant inspection
  • Alternatives evaluation
  • Conceptual design
