Croton Water Treatment Plan EIS

Client: New York City Department of Environmental Protection

Metcalf & Eddy prepared this environmental impact statement (EIS) for the construction and operation of a proposed 290-mgd water treatment plant and associated facilities at eight potential sites in the Bronx and in Westchester County. 

The comprehensive scope of the EIS included detailed analyses of potential impacts on water quality, ecological habitats, wetland resource areas, traffic, noise, air quality, infrastructure, historic and archaeological resources, socioeconomic conditions, land use, and environmental justice.  Extensive fieldwork and modeling efforts were completed, and potential mitigation measures to reduce or eliminate impacts were identified and evaluated. 

As part of the EIS effort, M&E conducted a site screening and selection study addressing potential locations for the treatment plant, pump stations, water reservoirs, and aqueduct connections.  The study considered engineering, environmental, economic, and institutional factors. 

As part of the process, Metcalf & Eddy assisted the DEP in a public participation program, including providing support in organizing and holding public meetings, site visits, and workshops.
