Metcalf & Eddy wins Carroll County Design-Build Contract for Freedom District Water Treatment Plant

November 3, 2006

Wakefield, Massachusetts – Metcalf & Eddy has been awarded a $29 million design-build contract by Carroll County, Maryland to design and construct an expansion of the County’s Freedom District Water Treatment Plant   The new 4-mgd facility will augment the County’s existing plant, increasing the total capacity to 7-mgd, and will be designed to facilitate future capacity increases.  Treatment technologies to be employed include dissolved air flotation clarification, membrane filtration. A finished water pump station and transmission main are also part of the project, which is scheduled for completion in the fall of 2008.

The County has asked M&E to implement an alternative facility layout designed by M&E to reduce construction time and save the County significant capital and operational cost.  The alternate design, developed by M&E during the procurement process, consolidates the facility’s primary components into one compact structure.

M&E’s Design-Build team includes KCI Technologies, which will provide permitting, geotechnical, and surveying services, and construction contractor Whiting-Turner.  Company president Steven Guttenplan commented that the contract award “builds on M&E’s strong recent track record in Maryland and further confirms that we’re a serious player in the Design-Build market.”  M&E, which celebrates is centennial anniversary in 2007, has been designing water treatment facilities around the world for 100 years.
